Building energy conservation and emission reduction is one of the major goals of countries around the world. In order to optimize energy conservation policies, the content of energy audits will continue to be revised. 1. Shorten the energy audit cycle

It is recommended to amend the provisions of Article 22 of the Ordinance to shorten the energy audit cycle from the current 10 years to 5 years, including:

  • The owner of a building must arrange for an energy audit of the central building services installation of the building to be carried out not more than every 5 years; and
  • The first energy audit for the central building services installation of a building to which a Certificate of Compliance Registration is issued must be carried out within 5 years after the building is first issued a Certificate of Compliance Registration.

2. It is recommended to revise the energy audit to include new building categories

  • A building or part thereof occupied primarily for data center purposes

3. Require energy audits for more categories of buildings

  • A building or part thereof occupied primarily for data center purposes;
  • Hotel or guesthouse;
  • Buildings occupied mainly for educational purposes;
  • Buildings occupied mainly for community purposes (including community halls and social service centers), and composite-use buildings occupied for 2 or more of the above places;
  • Buildings occupied mainly for municipal purposes (including markets, cooked food centres, libraries, civic centers or cultural centers and indoor sports venues), and composite-use buildings occupied for 2 or more of the above places;
  • Buildings occupied mainly for medical and health care services (including hospitals, clinics and rehabilitation centres);
  • A building owned by the Government and used primarily to accommodate persons during the performance of any function of the Government;
  • Airport passenger terminal;
  • Railway station.

4. Provide clear regulations on the time for the first energy audit of newly added nine types of buildings that have not been issued a Certificate of Compliance Registration (COCR).

The following applies to the 2 currently regulated building types

Commercial buildings and parts of mixed-use buildings used for commercial purposes

Date of issue of occupation permission for the building concerned

  • After January 1, 1988 - the first energy audit will be conducted within 12 months from the effective date of this energy audit revision.
  • After December 31, 1977 but before January 1, 1988 - the first energy audit shall be conducted within 24 months from the effective date of this revised energy audit .
  • After December 31, 1969 but before January 1, 1978 - the first energy audit shall be conducted within 36 months from the effective date of this revised energy audit.
  • On or before December 31, 1969 - the first energy audit shall be conducted within 36 months from the effective date of this revised energy audit.

The following applies to the 9 new building categories

Date of issue of occupation permission for the building concerned

  • After January 1, 1988 - the first energy audit will be conducted within 12 months from the effective date of this energy audit revision.
  • After December 31, 1977 but before January 1, 1988 - the first energy audit shall be conducted within 24 months from the effective date of this revised energy audit .
  • After December 31, 1969 but before January 1, 1978 - the first energy audit shall be conducted within 36 months from the effective date of this revised energy audit.
  • On or before December 31, 1969 - The first energy audit shall be conducted within 36 months from the effective date of this energy audit revision.

5. Mandatory disclosure of energy audit report information

  • Authorizes the Director of Electrical and Mechanical Services to disclose technical information in energy audit reports in designated forms. Such technical information may include the energy efficiency coefficient, service life and control system of individual devices; identified energy management opportunities and energy-saving suggestions, etc.
