[China Power News - Is there any subsidy for energy conservation and emission reduction? Optimize resources to save electricity bills]

This year's United Nations Climate Summit will be held on November 22, 2024. All countries are working hard to save energy and reduce emissions. Hong Kong's two power companies, including CLP and HK Electric, have relevant subsidies to apply for. In this article, we will first introduce you to CLP's current energy-saving subsidy program. What are the conditions for applicants? What energy-saving projects are included? How to apply? Becoming a green building can not only greatly save the operating costs of the building, but also improve the corporate image and sustainability. At present, Hong Kong's performance in energy saving is still not ideal. Building energy optimization is absolutely urgent.

According to the 2024 Emissions Gap Report released by the United Nations Environment Programme at the end of October, the current energy-saving policies of various countries are not effective enough. Insufficient global carbon reduction actions may cause global temperatures to rise by up to 3.1 degrees Celsius by the end of this century, the probability of extreme weather events will increase several times, and the sea level will rise significantly. To achieve the goal of the Paris Agreement to control the temperature rise to 1.5 degrees Celsius, the world must reduce greenhouse gas emissions by 42% and 57% by 2030 and 2035 respectively. Countries can fully achieve this goal by taking practical actions through existing technologies, so that the social economy and the environment can benefit together and improve sustainability.

China Power Energy Conservation Project Funding

- Green Building Fund

The Green Building Fund launched by CLP Power mainly subsidizes energy-saving projects in public areas of all residential and commercial buildings within the power supply area of CLP Power. The types of energy-saving projects covered by the subsidy plan include the following:

Replacement of building utilities
1. More energy-efficient lighting systems
2. More energy-efficient air conditioning equipment
3. Other electrical installations

Re-calibrate the energy efficiency of building services
Install smart equipment systems that help save energy

The amount of funding is determined based on building type, project type, energy-saving effect and construction period. The total annual fund amount is as high as HK$100 million. It is hoped that 400 buildings will be subsidized to carry out energy-saving projects each year and save 48 million kilowatt-hours of electricity. The maximum annual funding for energy-saving projects in each building is HK$500,000.

Preparation before application:
1. Hire energy saving subsidy consultants to provide advice
2. Determine the scope of the project
3. Estimate the electricity savings after the project
4. Find at least two engineering companies to quote or bid

Energy-saving project funding application method and process:
1. Submit application* CLP Green Building Fund Application Form
2. Initial assessment by CLP
3. Application approved by the Assessment Committee or CLP
4. Construction work shall commence within 24 months of the award of the engineering contract
5. CLP dispatched personnel to inspect the project results
6. Grant funding after confirming the project is qualified
